Socio-economic monitoring (SocMon) in Grenada commenced in late May 2008 with a training workshop in the east coast town of Grenville, the site selected for the project. SocMon Grenada was part of a regional project Socio-economic monitoring by Caribbean Fishery Authorities (Fisheries SocMon) funded by a US Coral Reef Conservation grant for and jointly implemented by the Center for Resource Management and Environmental Studies (CERMES) of the University of the West Indies, Cave Hill Campus, and the Caribbean Regional Fisheries Mechanism (CRFM). Grenada opted to participate in this project because of the perception at the Fisheries Division that certain east coast communities were impacting on coastal ecosystems in a manner that was likely to negatively affect the quality of life of those communities over time.

The survey site, which is located along the east coast of mainland Grenada encompasses nine villages and one town. Within the site there are a variety of coastal resources which impact and are impacted upon mostly by adjoining communities. These resources include the sea itself, coral reefs, seagrass communities, beaches, mangroves wetlands and typical coastal vegetation. Human utilization includes sand mining, charcoal production, fishing and agriculture (both plant and animal husbandry).

The socio-economic survey revealed a wide selection of public concerns and perceptions regarding primarily issues as sand mining, coastal degradation, improper waste disposal and community involvement in decisions pertaining to the coastal zone.

To further validate the results of the assessment and to provide feedback to stakeholders the results of the survey should be disseminated to people within the study site and the public in general. Additionally, they should be encouraged to participate in any decisions related to the assessment.

A mechanism and individuals need to be identified in order to continue the socio-economic monitoring periodically as well as provide feedback and input at the policyor planning level.

As a consequence of intermittent delays, the activities of the project were carried out over a very prolonged period resulting in the validation workshop being held almost two years later in February 2010.

SocMon Grenada suffered from crippling absenteeism by team members and other supporters of the project which on several occasions paralyzed the execution of project activities. However, the primary activities such as the initial training workshop, development and execution of a survey questionnaire, analyses of results and a concluding validation workshop were eventually completed.

The Centre for Resource Management and Environmental Studies (CERMES) at the University of the West Indies, Cave Hill Campus was awarded a grant of just over USD 63,000 by The National Fish and Wildlife Foundation (NFWF) to support Socio-economic monitoring by Caribbean Challenge MPA managers. The project’s long-term conservation outcome is increased capacity for effective MPA management among Caribbean Challenge (CC) countries through the use of social and economic monitoring data in MPA decision-making. The goal of this project is to build capacity for improved and effective MPA management among Caribbean Challenge countries by promoting the use of social and economic data in MPA management by: Training approximately 40 MPA managers/staff, from three Caribbean Challenge countries, in the practical use of SocMon Caribbean methods via three country-specific workshops

Initiation of eight site assessment and monitoring programs for coastal management in each of the countries receiving the training via a small grant of USD 2,500
Documentation of training and monitoring initiation processes, to make them available to a worldwide audience and CERMES communications for replication, with improvement, in future rounds of SocMon activity
Submission of compatible data to the Reef Base Socio-Economic global database and CaMPAM database

In an effort to strengthen the management of the Glover’s Reef Marine Reserve in Belize, a socioeconomic monitoring program is being developed. Although the Marine Reserve was declared in 1993, comprehensive socioeconomic data have not been systematically collected for the site. The SocMon protocol for the Caribbean was applied and the results provide a baseline of the status of the Atoll against which future surveys can be compared. Results presented for the survey of fishermen from Sarteneja, Dangriga and Hopkins include summaries on demographics, marine activities, attitudes and perceptions, perceived threats, and material style of life. By continuing this program, information will be generated which should ensure adaptive management occurs, introducing measures that are acceptable and effective.

Most socio-economic information on Anguilla
centres on demographic and employment
data – population size, age, gender, ethnicity, religion,
level of unemployment, occupation, infrastructure,
and facilities. Information on natural resources and
area use is limited. Data on the nearshore, coral reef,
and marine park use are almost nonexistent. Limited
information makes management of these resources
and areas and enforcement of relevant regulations,
legislation, and policies difficult – particularly of those
areas that have been identified as in need of special
management, namely, Anguilla’s five marine parks.
Given this apparent information gap, from August
2005 to April 2006, the Anguilla National Trust (ANT)
and the Department of Fisheries and Marine Resources
(DFMR) (Government of Anguilla [GOA]) conducted
a socioeconomic assessment of the communities that
border one of Anguilla’s most popular coastal areas
– the Shoal Bay-Island Harbour Marine Park.
